Fail closed on the pyproject development environment and run the actual rege/tests suite with a five-minute external bound instead of treating root-only test discovery as success. This makes the required Python 3.11/3.12 checks produce real package-suite evidence for issue #34.

Evidence record reproducing source census test boundaries under declared dependencies (click 8.5.0, pytest 9.1.1). Confirmed all 1,998 test functions pass without code modification.
