Finish adding IPC'08 bounds

These plans don't seem to add properly for upper bounds. Once the server revamp is done, we should try again (likely an issue with the old VAL version hosted).

• Fix & submit above attached plans.
• Add lower bounds for petri-net-alignment from the optimal plans found.
• Run blind search for flashfill lower bounds
