A way to notify users of scheduled downtime. #11

Currently we plan deployments around a time when no customers are using the service.
If we could notify customers of scheduled downtime that could lessen the impact and/or allow customers to work around a planned service outage.

Maybe we could add a JS alert box or add a bootstrap warning banner notification to the FusionPBX dashboard or Menu Bar
