Nether Fortress Structure issue

In my skyblock 1.21.1, using the locate structure command or using a website to find a nether fortress for my seed leads me to coordinates where no fortress mobs spawn when I build a nether brick platform.

Using MiniHUD I can also not see any fortresses anywhere. Seems like they aren't generating at all.

Had to play around with it for a bit but I got nether fortress mobs to spawn. Basically with the fortress the bounding boxes are rng sections stitched together to make a unique fortress every time unlike some other structures that generate the same every time. I'm assuming that because of this when you type /Locate minecraft:Fortress the coords are kind of generalized, so the exact block it gives you might not be in or even be within 10 blocks of an actual bounding box, that's why what I did was copy my survival skyblock seed to a new world but kept it as a creative, over world so I can check those spots and directly map the fortress the way it actually spawns and just write and copy the x z y dimensions of the spawnable space, that worked perfectly, just remember that z coordinates matter.
