suggestion: add a no-permission message for blacklisted commands

Currently, (when whitelist mode is enabled) I have the config like this:
groups:
default:
tabcomplete:
- 'pl'

But, when I type other commands (I have perms of those commands) the messages of those commands still appear, which is not the idea.

Ps: I don't have perms of certain commands such as /cosmetics or /tps but still, I would be nice to have a custom no-permission message (and maybe per group!)

another ps: does the plugin support hex? I can't seem to find a way to add hex to the pl_message message
