Create sub-issues for the issues having multiple assignee and issue timeline update iff needed

In many of the issues there are multiple assignee and that creating an issue where on a single pr merge by any of the assignee it's the whole issue is getting closed, so it is needed to fixed either separate out the issues or create sub-issues to resolve this soon. and also update the start and end date for the issues properly.
