Numerical difference between TensorFlow direct-coupling and forpy

We observed numerical difference between coupling TensorFlow directly using https://github.com/Cambridge-ICCS/fortran-tf-lib and using forpy. It is suspected that this is due to floating-point re-association, but we'd like to confirm this more conclusively and check there isn't any other bugs we missed.

We should be able to adapt this test example that runs 1 timestep and compares the output using netcdf commands: https://github.com/DataWaveProject/MiMA/blob/test_single_timestep/tests/single_timestep/run_single_timestep_test.sh.
We would just need to change the base file and maybe add a tolerance with -t for the cdfdiff command

Initial exploration is suggesting that this is a TensorFlow issue but we want to get a bit more conclusive proof.
