docs: Hub-based architecture README overhaul

Both README.md and README_zh.md have been updated to reflect the new Hub-based interactive sample browser architecture. This issue serves as a tracking card for the documentation changes and any follow-up improvements.

• Rewrite repository structure to match current Hub + Samples layout
• Update .NET version from 8.0 to 10.0
• Replace old start.cmd/oss_start.cmd with Run.cmd/Run.ps1 instructions
