fix: repair release CI worktree binding

Why

PR #584 current-head product checks all passed, but SpecGit Acceptance run 34296794751 failed with worktree_mismatch. The binding records a local linked worktree label promotion that does not exist in the ordinary GitHub runner checkout.

Scope

Repair only the delivery binding using SpecGit from a real ordinary branch checkout. Keep PR #584, its runtime changes, release notes and mandatory checks intact.

Approach

Rebind the existing delivery and this repair issue with SpecGit in an isolated ordinary clone, push only the official binding update, and re-run all current-head acceptance. Reuse CI only through the repository's existing exact-content policy.

Acceptance

• CI resolves the recorded branch context and SpecGit Acceptance succeeds.
• Main promotion retains chore: promote memory activation release to main #583 and this repair issue closing references.
• No runtime, policy, or required-check changes are made for this repair.
