Combine functional keys with layout #373

Description

Is your feature request related to a problem?

The choice HeliBoard made when doing the layouts of separating the functional keys from each layout works well only if you stay in the 10 key QWERTY layout, as soon as you diverge this pairing becomes a hindrance.

Describe the solution you'd like

IMO the functional keys, "bottom row", ought to be combined with each layout\sublayout, making all layouts "equal".

This would make the main layout its own layout that doesn't influence the other layouts, and each sub layout a true full layout.

Therefore unique layouts that don't follow the QWERTY layout can be easily added: ClearFlow, Vowel Vortex, KASROZ, etc. Only the main layout needs to be altered, the others wouldn't be affected.

Why this matters: for these types of layouts that are highly focused for gesture typing or even termux or something else it is usually only the main layout that requires modification. The other layouts can be used just like they are. This would also make each sub-layout more of a layout that can be fully modified without concern for other layouts.

This could also be used in the theme design at some point, apply the theme per the layout.

Alternatives considered

This is the alternative 😂

FUTO keyboard currently only has the main layout editing in developer settings, therefore it functions similar to what I propose and I think it works better that way. The HeliBoard way is more the odd duck attempting to make a puzzle out of the different layout parts.
