Subject: [PATCH] feat: add X posting to RSS notifier

Adds a new X posting job to the RSS notifier workflow using Buffer, gated by authorization and publishing the issue body to the configured channel. The workflow now includes X in the required job chain and reports its post URL in the issue-closing summary.
