Automate release

Release for Windows should be automated.
The artifact should contains:

• executable and dlls
• Proj database
• Sample, small GTX geoid.

Create BAT script to run on windows, and add to exiting CI job.

You should be able to find a package in CI (mandeye-zip-windows).
I will strongly recommend to use this path for next release - Simply download artifacts and attach it to release file @JanuszBedkowski
