add set_interpretation to meta_knowledge_graph

We need a way for KPs to advertise that they can do Multi-curie queries for certain types/predicates. I think that this is some kind of set_interpretation annotations on meta_knowledge_graph?

If the set_interpretation advertisement is at the edge triple level, it will most likely need to be specified for both the subject and object.
If the set_interpretation advertisement is at the service level, will that mean two separate smart API registrations will have to be maintained, one for each infores?
