Reconciles the repository with its current corporate owner and updates reusable CI calls to the published OpenNetwork CI commit
93eeb2a65e98a29e9dbff7909f67c6419abff046. Current maintainer contact isdanil@nddev.ai.The stable repository identity, runtime behavior and tenant submodule pins are preserved. GDS projections were regenerated and verified twice; effective policy is unchanged.
Validation: workflow lint, repository-specific local checks and contract checks passed. All Go package tests and 70 Python tests passed; projection goldens regenerated from canonical inputs and synthetic fixtures follow the current public account.
