Why this change?

Porting OpenShell to Windows. At first I will integrate the following (more to follow I am sure):
A. MXC compute driver to lifecycle + creds/agent_env
B. ETW to OCSF audit trail logging infrastructure
C. Demo / end to end harness repairs
