Folder Menu UI Fixes

1. Folder buttons stretch indefinitely to accommodate title length

• To fix this, set some sort of CSS overflow effect + character limit to folder titles

2. Menu Button Placement is not always predictable

• To fix this, set the menu button to the left of the add button (such that new tags will not affect the position of the menu / down-arrow button)

3. Make in-note folder labels interactive
