Feature Request: Default WIFI Network for PI

Various distributions of RaspberryPI firmware include functionality that when no wifi is configured on the PI, it creates a default network that one can connect to perform a proper configuration.

We are currently working on a similar idea: configuring the device via a QR code that can be scanned with the camera. The idea is that the user shows a wifi configuration QR code to the scanner and the device reads the credentials automatically. Later on we might even support setting the other device configuration options this way.

The first step towards this has already been proposed in PR #82.

One complication we are currently looking into is wifi regulatory domains. Since the device initially has no configured wifi and may not know its regulatory domain yet, we are not entirely sure what the most robust approach is here. If anyone has experience with how other Raspberry Pi based systems handle exactly this, we would be very interested to hear about it.
