Sync qsl.toml's QPK pin with the dependency
When this dependency is bumped to f0d6bc..., the repo's bundle manifest is left at the old QPK revision in qsl.toml:12; I checked tests/test_watchdog_workflow.py:103-110, and CI explicitly asserts that [qsl.requires].quant_platform_kit matches this pyproject dependency pin. As-is, the watchdog workflow test fails and any bundle enforcement reading qsl.toml will still see 2381aa... instead of the new QPK revision.
