Preference Menu = coding error

I run R on a 2020 MacBook Air, all systems are up to date. I have tried to uninstall and reinstall R, but no luck in fixing this error (see image). The "preferences" menu is slightly messed up in its presentational format, but all other menus are still accessible.

By "Preferences menu" the OP means the Preferences window is not drawing properly.

Specifically,

1. The icons for the General section (Startup) and Views section (Console Editor and Quartz) are not drawing.
2. In dark mode, it is worse, as the text for these can barely be made out.
