Subject: [PATCH] docs: release v0.10.0 (promote CHANGELOG)

Promote the work-state ferrying entry out of [Unreleased] into
[0.10.0] - 2026-07-19 and mark the feature plan shipped, satisfying the
release driver's CHANGELOG and plan-status gates.
