Subject: [PATCH] chore(task-explorer): maintenance release changeset

Group the bundled VSIX backend and frontend as a changeset `fixed`
group and drop the frontend from `ignore`, matching the guided-development
and yeoman-ui precedent. A productive VSIX half must version to create
release tags rather than be ignored.
