[Suggestion] Distinguish between "Color" and "Hex" tags.

Suggestion

Currently the permission simplenicks.nick.color seems to be the only color related permission.

There should be an additional permission simplenicks.nick.hex that allows for hex colors specifically.

This would mean simplenicks.nick.color only allows for the basic color tags, such as <red>
