Add a quay.io organization robot account 'agent' (stackstate+agent) for the datadog-agent GitHub Actions build-image jobs, and grant it write access to the full datadog_build_* repository set in the stackstate quay.io org. Managed via terraform-infra/quay (enthought/quay provider): new robot + team in locals.tf, repos scoped to datadog_build_* so re-enabling additional build jobs later needs no robot/permission change.
