feat: implement native SOCDOF Update Center

- Introduce native update management with background checks and auto-restart capability.
- Add non-intrusive push notifications for version updates.
- Remove legacy manual desktop setup modals.
- Strengthen security policies regarding secret isolation and app branding.
- Bump version to 24.10.4.
