Move to std::atomic and add STM32Cube support

Tracking STM32 Cube support.

Present situation is fully supported and initial testing completed.

Along with supporting the new platform, I've overhauled the determination and it now uses std::atomic wherever possible, improving drastically the number of boards that use CAS.
