Refactor register_sync and resolve stdlib test concurrency issues
Extracted inline closure callbacks from `register_sync` into standalone functions (`sync_make_mutex`, `sync_mutex_lock`, `sync_mutex_unlock`) in `stdlib/src/sync.rs` to reduce function complexity and improve maintainability. Added `test_register_sync` unit test. Also stabilized sleep timing in `examples/threads/threads.txs` and HTTP socket shutdown handling in `stdlib/tests/stdlib_tests.rs` for Windows CI concurrency.
