chore(governance): scope code ownership to first-party sources

The catch-all CODEOWNERS pattern made GitHub request a code-owner review on every pull request, including Dependabot updates, which produced review-request email noise. Own the source and documentation paths only; dependency manifests, lockfiles and GitHub automation stay unowned.
