tailwindcss-animate hasn't been updated for years and is using tailwindcss v3.
There is an existing PR on jamiebuilds/tailwindcss-animate#63 but it hasn't been merged.

ShadCN had already made the switch https://ui.shadcn.com/docs/tailwind-v4#march-19-2025---deprecate-tailwindcss-animate
