Carry the rest of the pass: coverage and packaging

Dependabot's group covered ruff and ty. A lock upgrade showed coverage
7.15.3 -> 7.15.4 and packaging 26.2 -> 26.3 still outstanding, so they
ride here rather than arriving as a second PR.

Verified: ruff, ty, and pytest all green (183 passed, 8 skipped, 100%
coverage against a 95% floor).
