Clarify Lottery vs Queue

fully clarify the way the winner is chosen (is it truly a lottery or rather a queueing system ?) need to check the code as some comments i saw on reddit gave me some doubt

I believe this is resolved, based on info from the peercoin whitepaper. If PoSV has modified the minting process then we need to look into it more, but i'm fairly confident it hasn't. More info here:
