Correct release line to v1.1.0

Context

v2.0.0 was published for the latest base-bash-libs changes, but the project
is still in its early 1.x adoption window. The release should stay on the 1.x
line while preserving all code changes, including the standalone base-bash
launcher.

Scope

• Change release metadata from 2.0.0 to 1.1.0.
• Publish a new v1.1.0 GitHub Release from the corrected metadata commit.
• Do not revert launcher or library code changes.
• Leave deletion of the accidental v2.0.0 release/tag as manual follow-up
  after v1.1.0 is published.

Validation

• Run the repository validation suite.
• Verify the published v1.1.0 release and archive checksum for the tap
  handoff.
