Update getting-started install to skeleton-based flow

Summary

• Replace the git clone be-framework/app flow with composer create-project be-framework/skeleton:0.x-dev.
• Switch run commands from php bin/app.php to composer dev / php bin/be.php to match the current skeleton layout.
• Rewrite the "Try Semantic Validation" step to use the URI form (hello?name=) instead of editing bin/app.php.

The :0.x-dev form avoids picking up Packagist's stale 1.x-dev metadata.

Test plan

• composer create-project be-framework/skeleton:0.x-dev my-project succeeds.
• composer dev prints Hello World and writes var/log/<timestamp>.json.
• php bin/be.php 'hello?name=' triggers the empty-name validation error.
