The queue/PR failure analyzer agent shoudl have the ability to retrigger GHA jobs (all or just failed).

OK #77 was a failure. We're going to retry here - basically let's try using https://github.github.com/gh-aw/reference/custom-safe-outputs/ I think we basically just need a retrigger-github-actions: failed|all custom output that uses the script to call into the GitHub API.
