aco_sync not working for prefix

I want to use prefix in controller, and I executed this command for this:
bin/cake bake controller --prefix admin users

This generate a folder "Admin" in "Controllers", but when I run the command aco_sync in terminal, only return "Aco Update Complete", ignoring the folder "Admin".

Ps: In another project in the past, I did the same proccess and its worked

I think you have to add the prefix('/admin') in routes in order to make it work

I tried with prefix in routes, but still not working.

And I tried to clear all caches too
