Add `PyCapsule_CheckExact` to the stable ABI?

This is a bit of a drive-by suggestion, but I've just noticed that PyCapsule_CheckExact is the only capsule-related API function that is not part of the stable ABI. Is it an oversight?

Depends what you mean by oversight.

It's only documented as a function. In reality it's a macro, so it's not part of any ABI. Exporting it would need a code change.

Ideally we should probably add it but it doesn't look like a priority.
