Not gaining a tribal holding in one or more of the provinces seems rather unintended; probably an issue with HL.4999, even if I can't spot the issue.

Somehow gaining a nomadic holding (and automatic capital move) seems very strange and likely to cause side-effects in general; maybe clan titles should not be possible to press claims on if the claimant is not a nomad (which might require blocking "Press All Claims" if you've claimed it) or it should be automatically destroyed (and possibly replaced with a custom title) if you take it.
