Missing project status checks on github PRs

Describe the bug
On my PRs on github, I am just seeing a single codecov patch check and not for projects

Expected behavior
I am expecting to see project status checks along with patch one.

Additional context
Using codecov for my repository spring-web-query. Find the config files below:

1. codecov.yml
2. workflow yml file (Last 2 steps in build-test job from line 46)

This seems to have started happening again.

It looks like there was an incident for this on the 16th July, but the status page doesn't have any incidents right now.

On repositories where project coverage is enforced through the codecov/project status as required, this is blocking pull requests from being merged.

Can you check the plan tab for the affected account and see if either of you are on the Team plan?

I'm also seeing huge lags on codecov usage in the open-telemetry org.

codecov bot adds the coverage comment just over 3 hours after the PR was merged: open-telemetry/opentelemetry-dotnet-contrib#4875 (comment)

Same for us, all day so far. Things look normal on app.codecov.io just the checks never pass on ci and no comments. Also on Developer plan
