[Bug] confusing and/or inaccurate selection in new profile dialog

Summary

In this snapshot, I appear to have 2 certificates selected, but if I scroll up and down or otherwise
force a redraw, I have only one selected.

Expected and observed behavior

If this is intended to be a single selection, enforce proper "radio button"
behavior. If this is intended to be a multiple selection, keep all the selected
choices and hightlight them properly.
