chore: add perf and build to allowed commit types (#47)

The org config froze allow_commit_types at an older subset of the core
default (feat, fix, docs, style, refactor, test, chore, ci), silently
dropping perf and build which are in the upstream default. Add a comment
warning against freezing the list, mirroring the allow_branch_types note.
