Clean up diff from main, removing egregious ticket number references

Generally clean up the branch's docstrings regarding ticket references from this epic prior to the integration branch's merge into main. 

Review src/confluent_sql/oauth and tests/unit/oauth docstrings and comments with an eye towards removing any in-development transient language.
