Move project instructions from CLAUDE.md to AGENTS.md so they work with any AI coding agent (opencode, Claude Code, Cursor, etc.). Update CLAUDE.md to point to AGENTS.md as the canonical source.
Prose "See AGENTS.md" is not acted on by Claude Code, which does not read AGENTS.md natively. The @AGENTS.md import inlines the content at session start. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
