This can be supported similar to how it's supported for the `gcp` backend - to allow configuring it via both backend and run. Nebius allows to set tags when creating instances via labels in [metadata](https://github.com/nebius/api/blob/8ff668ecc40bb02cf052987f629edb9d08ef4e92/nebius/common/v1/metadata.proto#L38C23-L38C29). Note: I haven't found any constraints on not allowed characters or maximum length yet.
