Very old binutils leads to linking error in glibc #33

Description

I tried to compile classic diagnostic adapter in eclipse-score/inc_diagnostics#6 with S-CORE Rust toolchain. Diagnostics targets were forced through the ASIL Ferrocene/Score-GCC toolchain, whose binutils 2.34 linker can't read modern glibc's .relr.dyn. Since SOVD/diagnostics is QM, I added a score_diag_x86_64_linux_qm config that builds //score/opensovd-cda + //score/opensovd-gateway with standard upstream rules_rust@0.70.0 + modern host C/C++ on a plain x86_64-linux platform. There where some complains from @stmuench to not use different toolchains. Question is if we can update to a new ferrocene toolchain to also support moderrn glibc relr.dyn
