FEATURE-example-names: remove redundant active v3 filename prefixes
Rename all 67 active source, test and helper basenames and their build/import/provenance/distribution references. Preserve both historical example collisions under legacy and existing parity/version semantics. Retain distinct example_handlers, semantic_header_hygiene and rotation_demo naming contracts. Repair only affected inventory fixtures and canonical include guards.
Verified native and installed shared/static 15-example runtime inventories in both TLS modes (28 cases: off24 PASS/4SKIP, on27PASS/1SKIP), renamed/dependent C++ suites, owning protocol fixtures, fresh no-Git archives, all installed consumer compile/link provenance, and reduced benchmark4off/16on cells. Existing descendant-retirement contract failed in source and archive; full publicH3-on failed its existing RSS retirement bound. Bounded diagnostics remain inconclusive; both gates remain blockers with original evidence preserved outside the worktree. No thresholds, assertions or production behavior changed; no merge performed.
