Prevent Hovering in Console

Variables are already present in the console, there is no need to hover over them in the console as well.
The hovercards also don't fit in the console very well.

I believe this was fixed in PR #7596, updating variable display providers so hover behaviors are only enabled when copy actions are provided, preventing unwanted hovercards in the console.
