Problem

HT-0149 defers graph-backed rope compaction policy. The runtime needs explicit rules for what evidence can be compacted, what must remain explainable, and how cold-retained blobs stay reachable.

Acceptance Notes

  • Define which materialized projections, structural maintenance facts, rewrite/diff facts, checkpoints, and blobs are authoritative versus compactable.
  • Preserve :why explainability across retention boundaries.
  • Link the policy back to HT-0149 and PR Document graph-backed rope runtime gate #205.
