Errors if rule files change names when opencode is running

It is very simple issue - if you rename / delete rules in use, plugin starts to show errors.

Not really something we can fix, outside of a full file watcher on the rules dirs. What is the desired fix? Automatically picking up the new rules and dropping removed rules, or just not printing errors to the UI?

I would feel like if rules do not exist... It is "ok" to reload them on restart of the app.

But then it should be clear that restart is needed for rules to be "included/updated".

In that case - supressing error is ok.
