Test canvas is cleared on resize

Resizing a canvas [should clear it](https://gpuweb.github.io/gpuweb/#abstract-opdef-update-the-canvas-size].

We need to test this both as a reftest and for the readback behavior (also showing that the resulting blank readback image has the new size).
