The docs need to be updated to mention that winre needs to be triggered from a script inside the app:

Where 0.0.0.0 the ip of the user

Even better, this can be defined in the config.js file of the client app:

config.host + ':8081/target/target-script-min.js';

where config.host the ip of the user
