Would it possible to create a easy to install APT Package like php-ext-brotli which installs like
sudo apt-get install php-xml

I second this.
Atm this (and php-ext-zstd) can be installed via PIE. But that requires having phpize on board, which means a c compiler and all its annexes, which means wasting a huge amount of disk space and download time for eg. automated builds...
